This is the final illustration for Compass Media's "Bellerophon and Pegasus."
Zeus throws a lightning bolt, which throws Bellerophon to earth-- and he loses Pegasus. He ends up wandering the mountaintops, fruitlessly looking for his flying horse again. (If he looks like Moses, that's just a coincidence.)
Yeah, it's a downer ending. But that's how the myth goes, unfortunately.

With the lightning bolt/gadfly thing, it's probably both, in different versions. Greek myths varied a lot in the telling so I wouldn't be surprised if there's an inconsistency.
